Will 2023 be the year black bears gain legal status in Iowa?
Rep. David Jacoby has been working for years to advance his legislation to legalize the black bear in Iowa. Currently, black bears have no legal protection in the Hawkeye state. That is, they can be killed for any reason, at any time. Jacoby's bill, House Fill 89, will bring the black bear under the jurisdiction of the DNR. This means bears will have scientific management and regulations like deer and turkeys do.
On Thursday, 26 January 2023, HF 89 advanced out of its subcommitte on a 3-0 vote. Important journeys often begin with what seems like a small step, but a step forward nonetheless. Fingers crossed.
