Plan for the 2016 Campaign
The plan is to "flank" the state legislature. There is no way to pass a law extending legality to Black Bears with this government, so we're going to the counties. In Iowa, counties and sub-state bodies are governed by Home Rule, which mean unless the state says you can't do it - you can.
Beginning in the summer of 2016, we will begin traveling to county boards of directors and county conservation boards to speak on behalf of a local moratorium on killing or harassing Black Bears until such time the state affords them legal status.
This strategy will focus our efforts on areas where Black Bears are most likely. Also, the local deciders will get to exercise some power as well as have an "out" once the state acts responsibly. If you can put us in touch with likely allies on these decision making boards, especially in the Driftless area as well as south east and south central Iowa, we would be grateful.
